Washington's vape ban has an interesting byline written into it

and that specifically implies you cannot even make your own eLiquids. The line, which you can find written into the CR-103E form filled out enact this legislative nonsense, states; "WAC 246-80-020 Prohibition. No person including, but not limited to, a person licensed under chapter 69.50 or 70.345 RCW, may sell, offer for sale, or possess with the intent to sell or offer for sale flavored vapor products or any product that he or she knows or reasonably should know will be used with or in a vapor product to create a flavored vapor product"

The form has a few subsections, specifically subsection 9 which clarifies a person as including individuals not just businesses.  Then you have subsection 11 that clarifies exchange including "free" exchanges are banned. This means you can't even let someone hit your mod if you already broke the law and made DIY eLiquids for yourself, you would be guilty again of violating this emergency rule.  

Continuing on from that first section the form states; "The foregoing prohibition applies to the sale, offer for sale, or possession with intent to sell or offer for sale flavored vapor products at any location or by any means in this state including, but not limited to," yada yada yada it's prohibition of eLiquids.

What are they going to ban next? Hammers and nails?  It would be irresponsible to let a child use a hammer and nail as they could hurt themselves! No it doesn't matter if they are learning valuable carpentry skills, those tools have the potentiality of being dangerous and they should be well regulated away from the hands of anyone who isn't 21.  God forbid if you take your kid to a home depot, that's basically a sin! 

Funny enough subsection 12 states; " "Vapor product" means any noncombustible product that may contain nicotine" implying that any store that currently sell cigarettes are in violation of selling vapor products.  After all there is no reason you couldn't take a conventional cigarette, empty out the tobacco, and use those contents inside a dry herb vaporizer like the PAX or a volcano. Also anything is combustible if you try hard enough, so that seems like a silly way to define a product. Heck you could technically vape eggplant or a tomato for that matter, better go after the grocery stores for selling vapor products too right?
